Cuban banks began offering loans Tuesday to people hoping to renovate
their homes or invest in a private business, continuing a series of free
market reforms pushed by President Raúl Castro. The Communist Party
newspaper Granma reported that the smallest loans would be for $41 and
that larger ones would depend on each borrower's ability to pay.
