Kerry: Cuba must embrace broader reform agenda

WASHINGTON -- Secretary of State John Kerry says that while the U.S.
welcomes changes taking place in Cuba that allow Cubans to travel more
freely and work for themselves, Havana needs to do more.

Speaking on Monday to the Organization of American States in Washington,
Kerry said that despite the recent changes, Cubans still live under an
authoritarian government, cannot freely choose their leaders or
criticize their leaders without fear of arrest or violence. Kerry says
that if more does not change soon, the 21st century will leave the Cuban
people behind.

Kerry also said again that Latin American leaders have "understandable
concerns" about National Security Agency leaker Edward Snowden's recent
disclosures about widespread surveillance in countries, including Brazil
and Mexico.
